PROPOSALS FOR REGULATION OF TRAFFIC, &c., AT HONGKONG, IN TIME OF WAR.

In the event of hostilities having broken out, and the Mine Fields established, the anchorage for vessels wishing to enter the Harbour would be, for the Western Entrance, as follows:-

NORTHERN LIMIT-A line from South point of Green Island to South side of Cowe Chau Island.
SOUTHERN LIMIT.--A line from upper Belcher's Battery to North-east summit of Chan Loong Island.
EASTERN LIMIT.-A line from West side of Green Island to North-east end of Lamma Island, (Boulder Point).
WESTERN LIMIT.-A line from West side of Chung-hue Island (South-west point) to West point of Lamma Island.
Limits of proposed Anchorage for Junks near Green Island,
EAST LIMIT.-The East limit of the Green Island Light, (Lighthouse bearing S.S.W.).
SOUTH LIMIT.-A line from Belcher's Battery clear of smaller Green Island.
NORTH LIMIT.-An East and West line drawn through the position of the Light Vessel on Kellett's Bank.
WEST LIMIT-The West limit of the ships' anchorage.
For the Eastern entrance to the Eastward of a line drawn from the Eastern point of Sywan Bay through Junk Island, in about seven to nine fathoms of water, (7 to 9 fathoms).
No vessel will be permitted to enter the Mine Channel until she has been boarded by the Officer in charge of the entrance, and her papers examined, when she will be instructed to hoist the usual signal for a pilot.
Signals to be used by the Ships by day at Fore Top-gallant Masthead, after the pilot is on board, to be kept flying until ship has passed the Mine Fields,--
SUNDAY, 37 J. MONDAY, 15 W. TUESDAY, B. 17 WEDNESDAY, } 39 THURSDAY, S. 12 FRIDAY, " C. SATURDAY, 33 " 多N.By night the same signals will be used on Sundays, Tuesdays and Saturdays, namely, a green light hoisted under the steaming light, and on Mondays, Wednesdays, Thursdays and Fridays, a red light will be hoisted under the steaming light. These lights to be displayed in addition to the usual navigation lights.
Special facilities will be accorded as far as possible to all English Steamers, especially Mail Steamers, for entering the Harbour with as little delay as possible. If the above named instructions be not complied with, the forts will open fire, and the mines will be connected up.
So soon as the Boarding Officer has given permission for the Steamer to enter the Harbour, the usual signal for a pilot should be hoisted.
Men-of-war should also hoist the permissory signals for entering the Harbour.
Sailing Ships will not be allowed to enter the Harbour at night except under special arrangements.
